Pastor Jerry Hammond, 84 years old, began carrying out a humanitarian mission in North Korea in 1995 when a terrible famine was raging and helped people there treat tuberculosis.
However, in July, the US State Department issued a ban on US citizens traveling to North Korea.
Mr. Hammond sent a request for permission to go to North Korea but has not received a response.
In an email responding to the BBC, the US State Department said it may revoke passports of those who misuse them.

Mr. Hammond visits North Korea in May and August every year.
“Actually I am a Catholic pastor.
Mr. Hammond is a member of the Maryknoll missionary organization, one of 20 people in the Korean delegation of the Eugene Bell non-governmental charity fund (USA).
If Mr. Hammond is banned from going to North Korea, the Eugene Bell Foundation’s operations may be seriously affected because the foundation’s operating expenses are mostly contributed by volunteers.
By spending part of his life working non-stop on the Korean peninsula, both sides of the front line even became familiar with his face and his Korean name Ham Chae-do.
When asked about what motivated him to work tirelessly in North Korea, the pastor said: `When you witness an accident on the road, you wouldn’t ask who the victim is or what their religion is.`
